Session 1 – CBDC & Digital Currency
14:00 The evolution of the CBDC debate: international state-of-the-art and a path to Digital Euro by Igor Mikhalev, Partner at EY-Parthenon, and founder of cbdctracker.org
In this session I will cover the state-of-the-art and drive to compelling learnings from the landscape of worldwide CBDC developments, supported by unique data and insights we have collected through our open source community project, https://cbdctracker.org/ and numerous conversations with central and commercial banks.
The session will introduce a new 2×2 framework where we measure worldwide responses across the two axes: flexibility of the regulatory landscape vs. maturity of the RTGS infrastructure. CBDCs can have major benefits in certain cases (jurisdictions), but we will see that sometimes it is not (and will not be) the answer.
Finally, we will talk about a new public blockchain based CBDC initiative driven by major Dutch banks, as a potential path to Digital Euro.

Shiva has assisted the Caribbean in developing fintech via various capacities over the past decade. In 2016, UN ECLAC published his research into the opportunities and risks of digital currency in the Caribbean published via the. He co-authored research into fintech entrepreneurship as published by UK’s DFID in 2018. In 2019, his consultancy, Pinaka Consulting won the public tender to form the Blockchain Technical Advisory as required by the Eastern Caribbean Central Bank to provide overall programme management and technical oversight of the solution provider in the design, development, testing and operationalization of the retail CBDC pilot DCash.
